Mrs PEULICH (South Eastern Metropolitan) — My constituency question is for the attention of the Minister for Local Government. It is in relation to her appointment of a monitor to the City of Casey to address a special charge issue that has totalled a refund of approximately $5000 to ratepayers over two years. I believe that the appointment of the monitor was unnecessary. However, I understand the report has been handed over to the minister, and I now ask the minister: will she release the monitor's report as soon as possible — which I understand gives the City of Casey a glowing report — certainly before any council election campaign, and will she consider a refund of the approximately $25 000 it has cost the City of Casey for an unnecessary action which could have simply been resolved by picking up the telephone?
